Job Description

The Engineering Technologist, Environmental Services, is responsible for the sound management and planning of construction and infrastructure projects, as well as evaluating and coordinating issues within the Environmental Services Division. The Engineering Technologist will also participate in the collection and management of data that will provide the necessary information for the preparation and implementation of the Capital Asset Management Plan. The Engineering Technologist will maintain the various software databases and electronic files related to their duties, as well coordinate all environmental services ratepayer related matters.

Duties

  • Assists in the management of existing solid waste procedures and processes as well as site inspections and the processing of any legislated paperwork.
  • Assists with the production and analysis of financial reports as required.
  • Ensures the quality control of the final documents for all projects assigned.
  • Contributes to the design and planning of construction, maintenance and rehabilitation work on the municipal water, wastewater infrastructure prepares and reviews construction engineering drawings.
  • Updates and maintains the various databases and software programs related to preventative and repair maintenance inspections of municipal capital assets.
  • Assists in the preparation of the call for tenders for various municipal projects in Environmental Services.
  • Ensures effective project management, contract administration and site inspection for various engineered infrastructure including water, wastewater capital and operating projects, as required.
  • Assists in establishing present and future infrastructure requirements for the Municipality.
  • Collaborates with other municipal services in the review of construction projects proposed in the Municipality.
  • Prepares cost estimates for construction projects and ensures the supervision and proper management of the implementation of works, particularly with regard to project costs, delivery and schedules.
  • Supervises projects and construction sites, conducts inspections, including final inspections as assigned and prepares site visit reports accordingly as required.
  • Carries out and updates annual inspections of applicable water and wastewater infrastructure as required.
  • Assists in preparation of council reports and various administration reports as required.
  • Generates, tracks, and closes work orders for infrastructure repairs and regularly follows up to ensure deficiencies are addressed within the allotted time frame.
  • Assists the Manager of Environmental Services in support of liability claims by compiling records and infrastructure data, and provides inspection/maintenance information as required.
  • Drafts terms of reference and guidelines for studies, reports, and agreements.
  • Provides professional and technical advice to other departments.
  • Assists in the preparation of grant subsidy applications applicable to planned or approved projects.
  • Assists in the development, preparation, implementation and maintenance of the Municipality’s Asset Management Plan.
  • Conducts data collection and condition assessments of all infrastructure assets as assigned and uses this data in maintenance procedures related to life cycle planning, forecast, budgeting, and reporting.
  • Assesses infrastructure deficiencies, identifies and recommends rehabilitation strategies, assigns priority, and recommends repair/replacement to the appropriate department or external agency.
  • Maintains current knowledge of the direction and development of legislation, Ministry directives, technological, economic, social and demographic changes affecting the water/wastewater system and waste management and other capital assets and brings all relevant topics to the Manager.
  • Promotes, builds and maintains strategic relationships between the Municipality and external entities including surrounding municipalities, Middlesex County, provincial and federal agencies, the public, land owners and service providers.
  • Formulates and assists in administering operational objectives and special projects.
  • Reviews subdivision plans, consents and other development activities affecting the Municipal water and wastewater infrastructure to ensure compliance with Municipal design, safety-related standards, and by-laws.
  • Maintains a high degree of current knowledge related to the Environmental Services sector to ensure that the department maintains, and where possible, improves the level of service in the Municipality.
  • Provides sound judgment and professional tact to gain cooperation and compliance from the general public, contractors, and industry professionals (engineers and architects etc.)
  • Responds to public inquiries, adhering to the Municipality’s Customer Service Standard policy.
  • Performs other related duties as assigned
Education RequirementPost Secondary Diploma Experience Requirement
  • Post-secondary education in engineering or related discipline.
  • Certified as an Engineering Technologist (CET) by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Three (3) years’ water, wastewater, solid waste experience.
  • Excellent interpersonal skills with the ability to communicate courteously and effectively, both orally and in writing, with all levels of staff, elected officials, consultants, contractors and the general public.
  • Technical knowledge of water distribution, wastewater collection, solid waste management, infrastructure planning, engineering design, project management plus knowledge of operational and financial matters as they relate to infrastructure projects.
  • Experience working in a unionized environment considered an asset.
  • Understands and ensures compliance with the Occupational Health and Safety Act, Regulations, and any Municipality policies and procedures
  • Computer literacy utilizing the Microsoft Office Suite (Word, Excel,
  • PowerPoint, Outlook) and virtual meeting platforms.
  • Must have a valid class “G” Ontario Driver’s licence with a satisfactory driver’s abstract
  • A satisfactory Criminal Record Check prior to starting employment.
Salary Details

Wage: Band 5 – $61,819.74 – $77,274.67
Benefits: Comprehensive benefits package and participation in the OMERS pension plan
